Establishes a career and technical education working group within the department of education to strengthen career and technical education programs in Hawaii's public schools.

Working group shall propose actions to maintain CTE programs preparing students for current or emerging occupations, evaluate current CTE program effectiveness, and recommend expanding programs to allow up to 12 credits toward graduation requirements.

Working group shall examine internship and apprenticeship opportunities leading to professional certification, assess offering a CTE overview course to ninth graders, and analyze teacher certification levels and workforce strengthening methods.

Working group shall evaluate dedicated CTE classroom space and capital improvement costs, and analyze high-performing CTE programs in Massachusetts and other states for potential implementation in Hawaii.

Appropriates $25,000 for fiscal year 2023-2024 to cover working group costs, with a report due to the legislature no later than 20 days before the 2024 regular session; effective July 1, 2023.
