Requires all state agencies to make the full text of their rules available on the Office of the Lieutenant Governor's website in a digitally accessible and searchable format

Amends Hawaii Revised Statutes sections 91-2, 91-2.6, and 91-4 to mandate digital accessibility and searchability requirements for proposed rules and final rules

Requires the Office of the Lieutenant Governor to submit a report on implementation and long-range expansion plans to the legislature no later than twenty days before the 2024 regular session

Appropriates funding for two full-time equivalent positions within the Office of the Lieutenant Governor for fiscal years 2023-2024 and 2024-2025 to implement and maintain centralized online access to Hawaii Administrative Rules
