Reduces the State Rehabilitation Council membership from twenty-one to fifteen members appointed by the governor.

Exempts the client assistance program representative from term limits, allowing them to serve beyond the standard maximum of two consecutive three-year terms.

Allows the council to establish quorum and exercise all powers based on a simple majority of remaining members, even when vacancies exist.

Maintains council composition requirements including representatives from parent training centers, disability advocacy groups, business/industry/labor, vocational rehabilitation services, education, and workforce development.

Takes effect upon approval.
