Adds a new section to Chapter 286, Hawaii Revised Statutes, to allow owners of former military vehicles at least 25 years old to apply for registration with the county director of finance.

Defines "former military vehicle" to include Pinzgauer vehicles, Kaiser Jeep M715s, Humvees, and DUKWs (or Ducks) that are at least 25 years old.

Permits former military vehicles to transport the owner's property and passengers without charge in furtherance of the owner's primary business, with transportation directly to and from the place of business.

Prohibits former military vehicles from being used for transporting persons or property for hire and limits cargo to 500 pounds, excluding mounted campers, trailers, and passengers in the driver's compartment.

Classifies former military vehicles as special interest vehicles and makes the act effective July 1, 2050.
