Amends Hawaii Revised Statutes section 142-74 to add a minimum fine of $1,000 for dog owners whose dogs injure or destroy property while on privately-owned land zoned for agricultural use without the property owner's consent.

Dog owners remain liable for damages to injured parties and must confine or destroy the dog, with additional liability for trial costs and penalties under section 142-12 if further damage occurs.

Counties retain authority to enact local ordinances regulating owners of dogs that have injured, maimed, or destroyed animals belonging to others, provided such ordinances remain consistent with state law.
