Establishes a working group to study the feasibility and effects of Hawaii adopting the Advanced Practice Registered Nurse Compact.

Working group shall examine the beneficial impact of the compact, its implementation and administration, and the economic feasibility of adoption.

Working group composition includes one member each from the Department of Commerce and Consumer Affairs (as chair), U.S. Department of Defense-State Liaison Office, the Senate, the House of Representatives, the Council of State Groups, plus two public members.

Requires the working group to submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2024 regular session convenes.

Members serve without compensation; the Act becomes effective on December 31, 2050.
