Establishes a duty for law enforcement officers to intervene when they reasonably believe another officer is using unnecessary or excessive force on an arrestee, provided the intervention can be safely accomplished.

Requires intervening officers to report incidents of excessive force to the offending officer's supervisor as soon as practicable.

Mandates county police department chiefs and relevant department directors to submit annual reports to the legislature by January 31 each year, detailing incidents reported, facts, and any disciplinary actions imposed.

Defines "law enforcement officer" as any public servant employed by the state or county with authority to maintain public order, make arrests, or enforce criminal laws.

Takes effect January 1, 2050.
