S.B. 378 Summary

• Requires the Department of Education to establish an electric school bus pilot program to purchase and own electric school buses through the federal Clean School Bus Program for five specified complex areas: Kapā'a, Ka'ū, Kealakehe, Leilehua, and Nānākuli.

• Department must work with private and public stakeholders, including counties, to provide maintenance for the electric school buses.

• Pilot program expires five years from receipt of buses or December 31, 2033, whichever is earlier; all buses revert to Department of Education control at that time.

• Department must submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before each regular session during the pilot program duration.

• Appropriates unspecified general revenue funds for fiscal years 2023-2024 and 2024-2025 to establish the program; effective July 1, 2023.
