Amends Hawaii Revised Statutes Section 103D-308 to require written approval from the Administrator of the State Procurement Office before canceling invitations for bids, requests for proposals, or rejecting any bids or proposals.

Requires governmental bodies to document in writing the reasons for cancellation or rejection determinations and make such documentation, along with the Administrator's written approval, part of the contract file and publicly posted for a minimum of ten business days.

Amends Section 103D-707 to prohibit post-award remedial actions (including ratifying, modifying, terminating, or voiding contracts) unless approved in writing by the Administrator of the State Procurement Office.

Applies retroactively only to rights, duties, penalties, and proceedings that matured, were incurred, or began on or after the effective date of the Act.

Takes effect upon approval.
