Requires all new places of public accommodation and state building construction constructed after December 31, 2023 to provide universal changing accommodations (powered, height-adjustable adult changing stations) on each floor with public restrooms.

Mandates either two universal changing accommodations (one each accessible by women and men) or one accessible by both, with required signage indicating their location.

Establishes a hardship exemption if no reasonable physical option exists or if compliance costs exceed 10% of the total construction cost.

Violations constitute unlawful discriminatory practices subject to private lawsuits in district court, with prevailing plaintiffs entitled to attorney's fees, court costs, and $100 in damages.

Effective date is July 1, 2050; enforcement is excluded from the Hawaii Civil Rights Commission and chapter 368.
