Requires the Department of Human Services to collect and analyze data on the impact of expanding post-permanency services to families receiving adoption assistance program benefits and submit findings and recommendations to the legislature no later than twenty days before the 2025 regular session.

Appropriates funds from general revenues for fiscal years 2023-2024 and 2024-2025 for contracted services to provide support, resources, and monitoring to adoption assistance program families to strengthen families and maintain safe home environments.

Directs appropriated funds toward information technology system development, increased compensation for child welfare staff to fill vacancies, third-party contracts for enhanced permanency support services (including caregiver training, wellness visits, and respite care), and one full-time planner/project specialist position.

Takes effect December 31, 2050, except Section 3 (appropriations) takes effect July 1, 2023.
