Repeals Section 5-15 of Hawaii Revised Statutes, which established black coral as the official state gem designated by Act 9 of 1987.

Addresses concerns that the promotion of black coral as Hawaii's state gem has contributed to increased commercial harvesting and overharvesting of coral, threatening coral reef ecosystems.

Legislature finds that continued marketing and promotion of black coral jewelry and products to tourists and residents perpetuates demand that harms vital coral reefs in state waters.

Takes effect on July 1, 2050.
