Requires each county to develop a comprehensive integrated wastewater management plan and financial strategy for cesspool conversions by 2050.

County plans must identify locations for connections to centralized public and private treatment systems, individual treatment systems, and smaller-scale cluster treatment systems.

County plans must assess infrastructure capacity and financial needs, including funding mechanisms and financing strategies to assist with cesspool conversions.

Each county must submit its comprehensive plan and financial strategy to the legislature no later than twenty days prior to the 2024 regular session.

Addresses the state mandate under Act 125 (Session Laws of Hawaii 2017) to upgrade or convert approximately 83,000 cesspools statewide by January 1, 2050.
