Establishes the Hawaii Farm to Food Bank Program administered by the office of community services within the department of labor and industrial relations to provide financial support for distributing fresh locally grown or produced food to low-income and unemployed residents.

Creates the Hawaii Food Assistance Program Special Fund to receive appropriations from the legislature, gifts, donations, grants, and accrued interest, with moneys to be used for hunger relief programs.

Requires food banks receiving funds to use moneys exclusively to purchase, store, and transport food that is 100 percent grown, raised, and harvested in Hawaii, and distribute it to recipients at no cost.

Exempts the Hawaii Food Assistance Program Special Fund from five percent central service assessments and administrative expense charges that normally apply to other state special funds, and exempts all procurements from competitive bidding requirements except those directly benefiting office of community services operations.

Takes effect July 1, 2050.
