Amends Hawaii's prevailing wage law to impose penalties on both the person and the firm for violations, rather than allowing penalties to apply to only one party.

Requires that both the person and firm be listed on each notice of violation for wages and hours violations on public works projects.

Modifies the definition of "offense" to clarify that for prevailing wage and overtime citations, each employee and each project shall be considered a separate offense.

Defines "person" to include sole proprietors and principal responsible managing employees holding the construction license, and for third violation suspensions, includes all subordinate responsible managing employees.

Takes effect January 1, 2050.
