Requires the Governor to appoint the Oversight Coordinator for the Hawaii Correctional System Oversight Commission with the advice and consent of the Senate, rather than unilaterally.

Extends the Oversight Coordinator's term from two years to four years for all coordinators appointed after January 1, 2050.

Adds new commission duties to ensure the comprehensive offender reentry system under chapter 353H provides timely release of inmates on parole when minimum terms have been served.

Permits the commission to hold executive meetings and closed sessions as necessary to maintain confidentiality regarding investigation matters, including the identities of complainants and witnesses.

Broadens the Oversight Coordinator's authority to make inquiries, obtain information, and inspect agency and correctional facility premises without prior notice.
