Requires any new contract entered into by the Office of Elections for equipment or services relating to ballot preparation or vote counting to include the capability to randomize candidate names if technologically possible.

Changes candidate name placement on ballots from alphabetical order to randomized order, to the greatest extent possible, while maintaining exceptions for vice presidential and lieutenant governor candidates who must appear below their party's presidential or gubernatorial nominee.

Requires the Office of Elections to inform voters and candidates by appropriate methods that candidate names may not be listed in alphabetical order on ballots.

Directs the chief election officer to establish procedures to implement the randomization requirements, effective for the election cycle beginning January 1, 2024.
