Amends Hawaii Revised Statutes Section 269-17 to require the Public Utilities Commission to complete deliberations and issue approval or disapproval within six months from the date a public utility corporation files a completed financial application request for securities issuance.

Amends Hawaii Revised Statutes Section 271G-17.5 to impose the same six-month deadline for the Public Utilities Commission to decide on water carrier applications for securities issuance and long-term lease arrangements.

Applies the six-month decision timeline to all applications for stocks, bonds, notes, and other evidences of indebtedness with payment periods exceeding twelve months.

Requires the commission to make every effort to complete its deliberations "as expeditiously as possible" in addition to the six-month timeframe.
