Exempts public utilities from requiring Public Utilities Commission (PUC) authorization when disposing at a loss or donating fully depreciated assets or property with zero net book value that is no longer used or useful.

Amends Hawaii Revised Statutes Section 269-19(a) to add exceptions to the requirement that public utilities must secure PUC approval before selling, leasing, assigning, mortgaging, or consolidating property and franchises.

Amends Hawaii Revised Statutes Section 271G-14(b) to apply the same exemption for water carriers disposing of property or certificates of public convenience and necessity.

Clarifies that any disposition of property that requires PUC authorization and is made without proper commission approval shall be void.

Takes effect July 1, 2050.
