Amends Hawaii Revised Statutes section 269-19 to establish review deadlines for the Public Utilities Commission on merger, consolidation, acquisition, or change of control applications.

Requires the Public Utilities Commission to complete its review and issue a decision within nine months for public utilities other than investor-owned electric utility companies.

Requires the Public Utilities Commission to complete its review and issue a decision within twelve months for investor-owned electric utility companies.

Mandates the Public Utilities Commission submit a written report to the Legislature within thirty days if a decision is rendered after the applicable nine- or twelve-month deadline, explaining reasons for the delay.

Takes effect July 1, 2050.
