Extends the initial motor vehicle safety inspection requirement from 2 years to 3 years after a vehicle is first sold.

Requires electric vehicles to undergo safety inspections every 24 months instead of the standard annual inspection schedule.

Establishes that electric vehicles participating in a road usage charge fee program shall pay fees based on self-reported photo odometer readings.

Creates a 3-year pilot program effective July 1, 2050, with automatic repeal on June 30, 2026, after which motor vehicle inspection requirements revert to their prior form.
