Amends Section 11-323 to impose a minimum fine of $1,000 per violation against noncandidate committees that violate organizational report requirements.

Amends Section 11-391 to establish a minimum fine of $150 per advertisement for noncandidate committees that violate advertisement disclosure requirements, with violations previously capped at $25 per advertisement.

Amends Section 11-393 to impose a minimum fine of $1,000 per violation against noncandidate committees that violate provisions regarding advertisements paid by committees making only independent expenditures.

Takes effect on July 1, 2023.
