Establishes a Surplus Military Land Task Force within the Office of Planning and Sustainable Development to plan for remediation and restoration of lands under federal control anticipated to be returned to the State.

Task force shall create and maintain an inventory of all lands where the federal government claims ownership or control, including lease expiration dates, facility closure plans, known contaminants, and environmental hazards.

Task force shall identify lands that should continue under federal control, seek community and agency input on remediation and alternative uses, and negotiate with federal agencies for land return and environmental remediation timelines.

Task force consists of 11 members including the OPSD director (chair), legislative designees, county representatives, and representatives from environmental remediation and Native Hawaiian cultural preservation organizations; members meet at least biannually.

Task force shall submit findings and recommendations to the legislature by twenty days before the 2025 regular session, with annual progress reports due before the 2026, 2027, 2028, and 2029 sessions.
