Authorizes the School Facilities Authority Board to appoint the executive director of the School Facilities Authority instead of the governor.

Removes the requirement for senate advice and consent on the executive director appointment.

Allows the school facilities board to set the executive director's salary.

Aligns the School Facilities Authority with other agencies administratively attached to the Department of Education, such as the Executive Office on Early Learning and the Charter School Commission, which have boards that appoint their own executive directors.

Takes effect upon approval.
