Amends Hawaii Revised Statutes Section 201H-38 to clarify exemptions for housing projects developed by the Hawaii Housing Finance and Development Corporation from state and local planning, zoning, construction, and subdivision standards.

Adds requirement that exempted housing projects must not be located within a Special Flood Hazard Area as identified on current Federal Emergency Management Agency flood insurance rate maps.

Maintains existing conditions for exemptions including: corporation finding project consistent with chapter purposes and meeting health/safety minimums, compliance with public utility standards, and county legislative body approval within 45 days.

Preserves liability protections for counties and county officials reviewing, approving, or modifying housing project plans and specifications.

Effective date set for March 22, 2075.
