Removes the University of Hawaii representative from the board of directors of the Hawaii Technology Development Corporation, reducing the total number of appointed members from seven to eight while keeping the total board size at nine voting members.

Prohibits the former University of Hawaii representative from serving on the Hawaii Technology Development Corporation board as an at-large member.

Changes the director of business, economic development, and tourism from serving with a University of Hawaii representative as ex officio voting members to serving alone as a single ex officio voting member.

Adds one new at-large board member appointment position to be filled at the discretion of the governor.

Takes effect upon approval.
