Board of Education must meet with alumni, students, parents, and deaf community representatives by August 1, 2023 to discuss converting Hawaii School for the Deaf and Blind to a charter school and explore alternative structures like immersion schools.

Department of Education must submit a letter of intent to convert the school to a charter school by October 1, 2023 and establish a governing board for the conversion.

Department must develop a detailed implementation plan by October 1, 2023 that maintains the school's current property, facilities, and funding levels while complying with charter school conversion requirements.

Department of Education shall report findings, recommendations, transition plan, and funding requirements to the Legislature no later than twenty days before the 2024 regular session.

Act takes effect upon approval.
