Establishes the State Permitting Office within the Department of Accounting and General Services to streamline building and infrastructure permit processing for state construction projects.

Authorizes the office to review building and infrastructure construction plans for state buildings, state roads and highways, and work on state lands to ensure compliance with state building code, applicable county building codes, and other construction codes.

Allows persons to obtain a state permit in lieu of county building or infrastructure permits and protects permit holders from liability for failure to obtain county permits for work covered by a state permit.

Requires the State Permitting Office, in consultation with the state building code council, to adopt rules regarding permit application processes, required submissions, and fees.

Appropriates unspecified general revenue funds for fiscal years 2023-2024 and 2024-2025 to establish the office; effective July 1, 2023.
