HI SB63

Creates a new temporary permit system allowing the Board of Nursing to issue six-month permits to registered nurses and licensed practical nurses licensed in another jurisdiction who meet specified requirements including valid out-of-state license verification, criminal background check, and National Practitioner Data Bank self-query report.

Permits temporary permit holders to work only for a single health care entity in Hawaii listed in section 321-11(10), with the permit valid until the applicant's full license application is approved if submitted simultaneously.

Allows out-of-state nurses to apply simultaneously for both a temporary permit and a full Hawaii nursing license, with the temporary permit remaining valid until the Board of Nursing approves the full license application.

Exempts from licensure requirements nurses licensed in another state, territory, or country who are accompanying a patient from out-of-state for less than two weeks and are not employed by or affiliated with a Hawaii health care entity.

Removes obsolete language regarding temporary permits for nursing school graduates and adds staffing and fee authority for the Department of Commerce and Consumer Affairs to administer the new temporary permit program.
