Allows licensed hemp farmers to process hemp in permit-exempt agricultural structures and buildings as defined under section 46-88, Hawaii Revised Statutes, reversing restrictions imposed in 2021.

Permits hemp processing in enclosed indoor facilities located in food hubs and agricultural parks.

Restricts hemp processing to operations that do not use heat or volatile compounds or gases under pressure, such as cold water extraction.

Amends Section 328G-2 of Hawaii Revised Statutes to clarify that hemp processing facilities must comply with zoning, building, and fire codes while meeting the specified structural and location requirements.

Requires hemp processors to maintain documentation showing compliance with the new requirements and possession of a federal hemp production license from the U.S. Department of Agriculture.
