Amends Section 84-11 to prohibit state elected officials from soliciting, accepting, or receiving gifts at places where they perform official duties, during scheduled official duties, for performance of official duties, or as a reward for official action.

Creates a separate subsection establishing that employees who are not state elected officials cannot accept gifts under circumstances where it can reasonably be inferred the gift is intended to influence them in their official duties or reward official action.

Modifies Section 84-11.5 to limit gift reporting requirements to employees subject to Section 84-11(b), removing legislators from the mandatory annual gifts disclosure statement filing requirement.

Requires each county to enact an ordinance or adopt rules modeled after the state elected official gift prohibition in Section 84-11(a), applicable to county elected officials, by a deadline to be specified.

Directs each county mayor to submit a compliance report to the Legislature no later than twenty days before the 2024 regular session regarding the county's adherence to these requirements.
