Prohibits commercial vendors from presetting commercial beach equipment (chairs, umbrellas, surfboards, paddleboards, kayaks, and other non-motorized watercraft) on public beaches under the Department of Land and Natural Resources unless a customer is physically present for immediate use.

Requires commercial vendors to expeditiously remove commercial beach equipment after customers finish using it.

Allows the Department of Land and Natural Resources to authorize exemptions to the presetting prohibition through administrative rules.

Establishes administrative fines for violations: $5,000 for a first offense, $10,000 for a second offense, and $15,000 for a third and subsequent offense.

Applies only to public beaches and does not apply to beaches located on private land, such as accreted lands; takes effect July 1, 2050.
