Adds a new definition of "fentanyl test strip" to Hawaii Revised Statutes Section 329-1, defining it as a small strip of paper that detects fentanyl presence in various drugs (cocaine, methamphetamine, heroin) and drug forms (pills, powder, injectable drugs).

Excludes testing products—including fentanyl test strips—from the definition of "drug paraphernalia" if used to determine whether controlled substances contain chemicals, toxic substances, or hazardous compounds that could cause physical harm or death.

Makes technical amendments to the "drug paraphernalia" definition, replacing the word "which" with "that" in three locations for grammatical consistency.

Takes effect on December 31, 2050.
