Prohibits the sale, offer for sale, display for sale, trade, or distribution of fur products in Hawaii, with a sale deemed to occur in Hawaii if the buyer takes physical possession in the state or the seller is located in Hawaii.

Exempts used fur products sold by individuals, nonprofit organizations, or second-hand stores; fur products used in exercise of traditional and customary Hawaiian rights; and fur products where the activity is expressly authorized by federal law.

Defines "fur product" as clothing, accessories, or home decor made in whole or in part of fur, but excludes leather products, cowhide, deerskin, sheepskin with fleece, and taxidermied animals.

Establishes civil penalty of up to $1,000 per violation, with each fur product sold and each day of violation constituting a separate offense; authorizes the Department of Land and Natural Resources to adopt implementing rules.

Effective date: July 1, 2050.
