SB 691 Summary

• Transfers authority for enforcing and adopting minimum efficiency standards from the director of business, economic development, and tourism to the chief energy officer of the Hawaii state energy office.

• Establishes minimum efficiency standards for six new product categories: air purifiers, electric vehicle supply equipment, portable electric spas, residential ventilating fans, toilets/urinals, and water coolers, effective January 1, 2025.

• Authorizes the chief energy officer to adopt or amend efficiency standards for any products upon determining that new standards would promote energy or water conservation and be cost-effective for consumers, with a one-year implementation period before effectiveness.

• Adds detailed efficiency specifications for new products, including ENERGY STAR certifications for air purifiers and water coolers, specific gallons-per-flush limits for toilets (1.28) and urinals (0.5), and fan motor efficacy requirements for residential ventilating fans.

• Sets July 1, 2050 as the effective date for the Act.
