Mandates that private and public health plans in Hawaii recognize pharmacists licensed under chapter 461 as participating providers and cover services provided by participating registered pharmacists within their scope of practice, effective January 1, 2024.

Requires coverage for pharmacist services to the same extent that plans provide benefits for identical services rendered by other health care providers.

Adds pharmacists to the list of eligible health care professionals for Medicaid reimbursement at federally qualified health centers and rural health clinics, and establishes pharmacists as eligible providers under the Medicaid fee schedule.

Includes pharmacists in the definition of "health care provider" for purposes of telehealth services under Hawaii law.

Requires the Department of Human Services to apply for necessary amendments to the state Medicaid plan with the Centers for Medicare and Medicaid Services to implement the Medicaid-related provisions.
