Establishes a state capitol tours program within the Legislative Reference Bureau's Public Access Room to be administered by the public access room coordinator.

Includes in-person guided and self-guided walking tours as well as virtual tours of the Hawaii state capitol building.

Requires paper brochures and information about virtual tours to be made available in the public access room and mandates regular maintenance and updating of a virtual tour website.

Appropriates funds for fiscal years 2023-2024 and 2024-2025 to create one full-time equivalent position within the public access room to provide capitol tours.

Takes effect on July 1, 2112.
