Appropriates funds to Windward Community College to establish a Level I trauma-informed certification program for adult corrections officers employed by the Department of Public Safety.

Requires eligible courses to be offered at no cost to participating corrections officers in eight-week or sixteen-week blocks during the 2023-2024 academic year.

Mandates the certificate require completion of a trauma-informed care course designed specifically for adult corrections officers, based on an existing successful program at Hawaii State Hospital.

Allows appropriated funds to cover instructor costs, tuition, supplies, books, materials, speaker fees, travel to correctional facilities, and other related expenses.

Takes effect July 1, 2050 (note: effective date appears to be a clerical error in bill drafting).
