Expands the definition of "beer" to include any alcoholic beverage containing at least 0.5 percent alcohol by volume obtained by fermentation of malt or substitutes such as grain, bran, glucose, sugar, or molasses.

Includes ale, porter, brown, stout, lager beer, small beer, strong beer, and alcoholic seltzer beverages within the definition of beer.

Excludes sake (Japanese rice wine), cooler beverages, and all products containing distilled spirits from the beer classification.

Authorizes brewpub licensees to sell beer they manufacture, including through kegs, recyclable containers, and growlers for off-premises consumption.

Effective date is July 1, 2050.
