Repeals the Administrative Assistant position within the Department of Human Resources Development that was previously exempt from civil service laws.

Transfers the Administrative Assistant's duties to the Director of Human Resources Development, including facilitating hiring and recruitment for civil service positions and authority to reclassify and abolish vacant positions.

Requires the Director to submit a report to the legislature at least 20 days before each regular session listing vacant positions for reclassification or abolishment, with reasons and vacancy duration.

Establishes a 60-day waiting period after submitting the report to the legislature before the Director may reclassify or abolish any vacant positions.

Effective date: January 1, 2050.
