Extends the coffee berry borer and coffee leaf rust pesticide subsidy program sunset date from June 30, 2023, to June 30, 2025.

Extends the pesticide subsidy program manager position, including exemptions from civil service and collective bargaining laws, from June 30, 2024, to June 30, 2026.

Increases subsidy reimbursement rates to 75 percent of pesticide costs for purchases made July 1, 2023, through June 30, 2025 (from the previous 50 percent rate).

Requires the Department of Agriculture to submit a report to the legislature by 2025 on program results and recommendations regarding extension or expiration.

Appropriates funds from general revenues and the pesticide use revolving fund for program operation and implementation for fiscal years 2023-2024 and 2024-2025.
