Appropriates funds to the Department of Education for fiscal years 2023-2024 and 2024-2025 to expand civic education in public schools, including professional development and classroom resources related to Hawaii core standards in social studies.

Establishes one full-time equivalent (1.0 FTE) permanent civic education resource teacher position funded through general appropriations.

Establishes one full-time equivalent (1.0 FTE) permanent civic education resource teacher position funded through grant funds from public or private sources.

Addresses Hawaii's low voter turnout by developing critical thinking skills and social and political engagement among students through systematic teacher training and culturally appropriate materials for historical and civic education.

Takes effect July 1, 2023.
