Requires the comptroller of the department of accounting and general services to identify state office buildings capable of providing equitable telecommunication access for remote participation in legislative hearings.

Focuses on enabling residents of Hawaii, Kauai, and Maui counties, plus rural Honolulu residents, including those with disabilities, to participate remotely in legislative hearings without traveling to Honolulu.

Aims to reduce financial burdens of participation by addressing rising costs of airfare, gas, and lodging for approximately 450,000 neighbor island residents.

Requires the comptroller to submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2024 regular session convenes.

Takes effect on January 1, 2050.
