Requires retail establishments with employee-only restrooms to allow customers with eligible medical conditions to use those facilities during normal business hours.

Customer must provide proof of eligible medical condition (signed physician statement or health organization card) and conditions include Crohn's disease, ulcerative colitis, inflammatory bowel disease, irritable bowel syndrome, or other conditions requiring immediate restroom access.

Access permitted only when three or more employees are working on premises, no public restroom is immediately accessible, the facility is reasonably safe, and retail establishment does not normally provide public restrooms.

Retail establishments are not required to make physical modifications to employee facilities to comply with this requirement.

Violations subject to fines of up to $100 per violation; effective December 31, 2050.
