Establishes a Business Activity Water Catchment System Working Group within the Department of Health to assess the feasibility of allowing business owners to use filtered rainwater from catchment systems for business activities.

Working group shall evaluate types and sizes of businesses suited for water catchment systems, recommend a testing program for filtered water safety, ensure compliance with plumbing codes, and identify state assistance measures for businesses.

Working group membership includes one Senate member (co-chair), one House member (co-chair), the Director of Health or designee, four county water supply representatives (one from each county), and two public members appointed by the Senate President and House Speaker.

Requires the working group to submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2025 regular session, with the group dissolving on June 30, 2025.

Members serve without compensation but receive reimbursement for necessary expenses and are exempt from Hawaii Revised Statutes Chapter 84 conflicts of interest requirements solely due to working group participation.
