Establishes liability for landowners possessing 10,000 or more acres for damages and fines arising from runoff that originates on their land and enters state waters or state lands.

Defines "runoff" as water, silt, water pollutants, or other debris originating from agricultural facilities or lands used for agricultural enterprises.

Requires the Department of Health to adopt rules under Chapter 91 to implement this provision.

Directs the Department of Health to prioritize enforcement of water pollution control regulations in rural areas with existing reports of runoff and other water pollution.

Becomes effective upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
