Requires all Hawaii government entities that issue building permits to implement SolarAPP+ or an equivalent online automated permitting platform for solar distributed energy resource systems by January 1, 2024.

Mandates self-certification process for solar distributed energy resource systems in territories served by investor-owned electric utilities, allowing permits to be deemed approved upon submission of required notifications and documentation.

Eliminates requirement for approved materials and methods numbers if licensed electricians or plumbers provide manufacturer specification sheets, installation manuals, and UL or national testing laboratory certifications.

Requires permits for self-certified solar projects to be issued and closed within thirty days of submittal.

Effective date: January 6, 2050.
