Establishes a local agriculture transportation cost reimbursement incentive program administered by the Department of Agriculture to reimburse eligible agricultural producers for air cargo, parcel, and water cargo transportation costs.

Eligible applicants must be farmers or ranchers in Hawaii producing agricultural commodities for in-state consumption.

Reimbursement rates are tiered by farm gross income: 100% of transportation costs for farms under $250,000 annual income; 25% for farms earning $250,000-$1,000,000; and 10% for farms exceeding $1,000,000.

Annual reimbursements are capped at $5,000 per eligible producer per year.

Appropriates unspecified general revenue funds to the Department of Agriculture for fiscal years 2023-2024 and 2024-2025 to administer the program, effective July 1, 2023.
