Amends manufacturer recycling goals under the Electronic Device Recycling and Recovery Act to base obligations on each manufacturer's market share by weight of new covered electronics sold in Hawaii, rather than on annual weight step increases.

Changes penalty structure from a flat $1.50 per pound to a tiered system: $1.50 per pound if manufacturer achieves less than 50% of goal; $1.00 per pound for 50-75% achievement; $0.75 per pound for 75-90% achievement; and $0.50 per pound for 90-100% achievement.

Clarifies definition of "covered electronic devices" to exclude floor-standing printers and optional floor stands, while maintaining existing exclusions for motor vehicle components, industrial equipment, and household appliances.

Changes plan submission deadline from September 1, 2022 to October 23, 2023, and shifts recycling obligation notification from October 1 to August 1 of each year.

Establishes that each manufacturer's annual recycling obligation equals their market share multiplied by total pounds recycled industry-wide in the previous program year.
