Amends Chapter 312 of Hawaii Revised Statutes by adding a new section authorizing the state librarian to decline review requests for library materials under certain conditions.

State librarian may refuse to conduct a requested review if the item was previously reviewed in good faith and the basis for the current request is duplicative or substantially similar to the prior review basis.

Decline is permitted only if the response to the prior review was issued within one calendar year of the current request date.

State librarian must determine in their sole discretion that the library's response to the current request is unlikely to differ from the prior response before declining the review.

Takes effect upon approval.
